The rub (as I see it) is the combination of distances from "fixed, real property", which requires a 75-foot buffer outside a turn, and the speed limit of 70 mph on the straights. Most streets are doing well to be 75 ft wide between the curbs, and without modifications, the straights between corners are too long to keep speeds below 70. One could debate whether a curb is "fixed, real property", but I wouldn't want to be the first to test it!
