The owner of the vehicle is not responsible, the driver is. Which is exactly why I had to pay for a ticket when one of the tail lights were out on my moms truck. And it's also the reason I wasn't charged when my vehicle was involved in a felony.
They don't take pictures of the driver, they take a short video of the intersection so there's proof that the light turned red before the vehicle passes the line. They also take a picture of the license plate, in order to identify the vehicle. Also, the OP's fiance's dad would have this evidence provided to him along with the ticket, and wouldn't be asking for help if he knew they had irrefutable evidence.
i work with this a bit lately.. owner IS responsible, its only a fine and no points so its up to the owner to take care of whoever was driving their car. if you take your ex girlfriends car its her ticket..however be careful if she wants to get back at you and reports its stolen you will be responsable and plus way more lol.
