He's saying spend a couple minutes cooling a few gallons of water in the reservoir of the air to water intercooler, then going for a 10 second pass.
That would work. You'd also have to carry 100lbs of A/C equipment down the strip. They say 100lbs is good for 0.1sec. Not sure you could find 0.1sec from 20deg colder air.
