The 3 step phase is a myth and havent seen or heard about it being loaded or not just as long as it is not readily available and is just being transported!!!!
and the clip being empty in another location is part of that 3 step myth which ppl believe is.... have the ammo in one place, the gun in another, and the clip somewhere else..... not true!
