Here's another idea....

you don't need a special manufacturer tool to read TPMS signals. They are done with Radio Frequencies. All "they" would have to do is put TPMS readers at certain check points to collect the speed of YOUR car. The TPMS sensors have their own unique ID which is DOT mandated already, and is tied to YOUR VIN .

"They" could easily implement this system and collect tickets. 2007 up cars all have TPMS sensors in them, which is also goverment regulated
