They are very strict about tuner cars, cars built from existing chassis like the 9ff or anything Brabus/Ruf makes don't count as production. So the Viper would count, but the Hennessey Viper doesn't.

RUF is a manufacturer, same as Alpina is with BMWs
9ff is a tuner, but they also build their own cars like the GT-9, the only thing that car has in common with a Porsche are the headlamps and the hood, not listed as manufacturer though
Brabus started as a tuner but now its a car manufacturer using Mercedes Benz cars for a basis

Even "Jim Turner Sportscars" is listed as a German manufacturer but all they do is nail together some Factory Five Kit Cars.....saw a Jim Turner GTO on a Nürburgring Track Day and wondered what is so special about them.....the only thing what makes them different is that they can be ordered to run with natural gas.
other German car manufacturers are Wiesmann, Gumpert, Artega, Bitter to name a few.
basicly every company has their own production line, not including the engines.
Artega uses VW engines, Wiesmann and Alpina get their engines directly from BMW where the Alpina engines are being tuned before they leave the factory.
Gumpert uses Audi components.
cars have to obey the registration laws of the country they are being driven in like illumination components (rear fog lights), side mirrors (the EU forces the manufacturers to use larger side mirrors), emissions (very strict), safety for passengers and pedestrians.
some of these regulations can't be fulfilled by some manufacturers because their car's purpose is being a racecar (like the Gumpert) so the manufacturers spend alot of money at the TÜV to get the cars legal.

A tuned Honda Civic or whatever is no production car.
A Bugatti Veyron sure is, even if there is just 5 of it, like the Veyron Pur Sang.
You can drive at ridiculous speeds with the Bugatti without being scared to death, aerodynamics are superb with this car.
