no, actually you're not. Many, if not all, blowers have bypass valves that redirect intake air around the blower, only allowing boost at situations where it's needed - where acceleration is happening. At cruising speeds it reverts to n/a operation - ask any Cobra owner
While this may be true with Kenne Bell, Eaton stuff, etc. true roots type blowers (BDS, Moon, top fuel style) rarely have a bypass system in place and do make boost virtually right off of idle.
