The top part where the top most bolt is, is the shock shaft that goes through the whole thing. On the very top of it there is a place to put an allen key and you put a 14mm wrench over it. The allen key holds everything still while you loosen it. I dont see how this is gunna help you get the lower bolt off.
Back to the lower bolt on the control arm:
Once the nut is off, you got to continue to unscrew it thru the control arm. Just keep wratching it for ever.
