Its complete bullshit. I can make anything '3 steps' if I wanted to. Hell, I can make that same '3 step' action into 5 steps if I wanted to. Look at the Fl Statute 790. There is no mention of '3 step'. Also, cops generally don't know the laws half as well as they pretend they do, and are NOT to be trusted for interpreting them, especially when those laws also happen to be your rights. You were given instructions to read Fl Statute 790 as part of obtaining your CWP. Had you read it in its entirety you would've realized the 3 step rule was bullshit; but don't feel bad, almost nobody read it all the way through.

This subsection shall be liberally construed in favor of the lawful use, ownership, and posshared_session of firearms and other weapons, including lawful self-defense as provided in s. 776.012.
