Well that's about 8.5% increase in lift, so that's something. HKS step1's only run 10.5mm lift which is only 5% more than the NA cams.

The NA cams are also 248 intake, I think.

Its funny that they list the S14 NA as not having an overlap spec with NVCS off. The NA ECU actually keeps the NVCS on all the time over 1100rpms and throttle open. So basically, all the time except for closed throttle and idle. But it still turns it off, so it should still be listed as 1(21). Come on, Nismo. Get with it!
