Go with the h-pipe and a set of shorty headers. That will let the motor get rid of any undo exhaust restrictions and give you some free HP. After that go with the air inlet to the motor. Such as throttle body mass air flow meter and the cold air induction you mentioned. Dont waste the time/money getting more air into the motor first unless you can get rid of it ! Hope that helps some.
