My cousin did a very similar build with slightly bigger cams and broke into the low 12s. That motor probably has a compression ratio of 12.2:1 or greater. The motor is built, simple as that. Although it is using higher end Oem honda parts, you cant fight the fact that this is a built motor. And have you priced a Toda header lately? Not an off the shelf part.
