Default High idle, high voltage on TPS

Idle should be 700ish rpms, it is currently sitting at 1800-2000rshared_pm. Ive changed the throttle position sensor, cleaned the throttle body, but my problem is the TPS's voltage is too high. It should be under 1 volt at idle, and its at 1.17 right now, after I adjusted the position of the tps, it was 1.24 prior. Also, the idle screw on the throttle body is pulled all the way out, and the throttle is completely shut and its still at 1.17 volts.

I have no idea how to get it lower, I've changed the position of the tps multiple times, but cannot get it under 1 with it being on the throttle body.

Anyone else have some ideas? its an 03 taurus, and a new TPS.
