And then we go to your 17x8 +40. My 17x8 +35 w/ 5mm spacer (+30mm effective) has a full finger of play room in the front fender. Add that to the back, and the extra 10mm or so you have for clearance, and your 1/2" from the fender with stock camber/alignment settings.

Like I said, its not hanging, its jacked up by the LCA, and never had the weight of the car taken off of it, its an 8.5 +40, not an 8+40, even if you took the wheel in 12mm, you are still going to have the edge of the tire there, and like I said before him wanting a 7" rim pretty well eliminates running a stretched tire to gain clearance. With something like your 9" wheel, yes you've got room to run a small tire and have your wheel lip that close without the tire hitting, with a 7" wheel, if he wants any sort of resemblance to traction, a stretched tire isnt nearly as much of a viable option.
