Hmm...Snow on the ground, tire tread looks like Falken RT-615 which are pure summer tires. Looks like the guy had the wrong compound tire for the wrong conditions, not stretched tire.

No matter what, summer compound will give you significantly less grip on snowy/icy conditions...
