My car runs fine without it.
I think Bill and John were saying the same thing just in different terms. Bill described how it works by adding more air to the idle mix when it is cold outside john mentioned the side effect of it heating up the throttlebody.

essentially in FL you dont need it if you spend time up north during the winter then dont remove it.
