No thats not normal. One of the cables has a bad insulator and is leaking or shorting out.
I would check your plugs also.
When was the last time you gave the car a tune up?
Cap and rotor button, new plugs and new cables should help,.. even if not the the actual cause of the studdering. The fact that your getting zapped indicates to me that the wires have not been replaced in a long while,.. thus this car is in dire need of a tune up.
Do the car some justice and get some good cables. Name brand preferably,.. Not the generic store brand ones. MSD and Mallory make some of the best wires out there. Going to run you about $85 - $100,.. but well worth it and should last a good while before needing to be replaced again. Despite what others suggest. You dont have to spend a fortune on plugs. Motorcraft copper are just fine.
