there's a few different ways to get that last little bit out. but most of the time i just fill it, start it, top it off, put the cap back on and go ride it till its up to temp. as long as it doesn't over heat, wait till the next day when its cool again and take the cap off, start it and top it off again. by then it should be fine and pull the last bit of water it needs out of the resvisvor tank.
are you saying to empty my resvisvor( lol) . and why?
