The 1820 is an IHI housing with ball bearing internals, more aggressive trim specs and a larger exhaust housing than anything in the IHI line-up. I'm not sure they are "weak as fuck", as I've seen several cars plotting 400+whp with this turbo on built 2.0L H4s with no problems. It is popular with the Subaru crowd because it is a direct bolt-on turbo with integrated wastegate, so it's essentially a drop in item on our cars. Good for 11s, assuming the driveline is upgraded to allow for 6k RPM launches. Can't see why you would use this turbo on a Mitsu, but PE has a pretty good reputation and I have not heard of any of the 1820s being used by the folks on NASIOC.com breaking. YMMV.
