None of the existing manufacturers are going to agree to use an engine made by a (business) competitor. BMW is not going to race with a Mercedes engine in their car. McLaren/Mercedes is not going to race with a Toyota engine in their car, and so on.
That's a given conflict of interest, and that's why F1 will forever fail in a competitive fashion.
