That is as simple of a circuit as you can get.

You need the Lm317 - it has three prongs on it. the middle prong sets the voltage, the left is input and the right is output.

The thing with the 100ohm over it is a variable potentiometer, it varies resistance from ~0 to 100 ohms.

you need a 47uf capacitor rated for at least 25 vols and a 1ohm resistor.

The circuit is apparently designed so that you can measure the power output to the diode by way of a DVM across the 1ohm resistor. The wattage will be the square of whatever the dvm display reads.
