The waiver will get her on site...it won't get her in a car on course. Per SCCA Solo Rules:
13.2.C. A passenger is allowed provided he/she: is no younger than
twelve (12) years old; is in a vehicle which has passed tech inspection;

fitted helmet; he/she (or parent/guardian, as appropriate) has

I can sympathize -- my son chomped at the bit until he turned 12 and got a ride. And as Loren said, that's more generous than most clubs. All driven by insurance requirements....
