it depends on the city.... i do believe if you a parked in front of someone else's property without permission they can have your car towed... Clearwater is really bad about this.
its not enforced but i know most cities specifically Clearwater and Tampa. Has a law if there is too much space between the car and the curb you can can be towed as well. It used to be if your wheels are more then 12 inches from the curb you could be towed. They say if its that far out you could be blocking traffic or emergency vehicle passage. Its been several years since i worked for a towing and recovery company so some of these regulations may have been amended or changed by now.
