Either way (carb of EFI), you can ditch the charcoal canister / smog pump gimmicks. And IIRC you can do an EGR delete for fairly inexpensive.
try what Josh said first, my car had a odd idle, sometimes it floats, sometimes it felt like the pedal was stuck at 2000 rpm and then it would sometimes just die at idle. I finally replaced my IAC motor and it runs great again. Amazing what a small computer related part can do for the car.
