Say theres 250psi of pressure in the cylinder, and the pistons are 80mm (2.5 inches squared), that is 625lbs of pressure this mechanism has to move against. Even if its not moving, it still has to support that weight. Can you move fast while supporting that much weight? Keep in mind 250psi of cylinder pressure is pretty low, especially on a turbo engine. Pressures can reach 2000psi+. Im assuming they are using a worm gear which is extremely slow.
