Depending on the manufacture, some are cleared, some are not. Simply put, the only really way to do it right is to sand down and reclear like you said. With that in mind, all thought this may seem relatively simple, but it is not. If you are a beginner, you most probably will sand unevenly, with CF, once the weaves are exposed, you've just messed up the hood.

Im not sure about the clear gel anymore. I believe some companies are building them without a surfce coat and clearing them out of the mold. Either way you DO NOT want to use clear gel coat. Its too thick to spray smoothly and not good enough qaulity. Just use Urethane clear.
