It's called contraception and if necessary abortion. No family needs to consist of more than 2-3 children. And ONLY if you can afford said family without relying on the government for support. If you are an individual on one of the various systems of welfare you do not need to reproduce. The health department or Planned Parenthood will give you FREE condoms. Planned Parenthood also offers reduced cost birth control and there are plenty of agencies that offer reduced cost and sometimes free abortions.

Hell, if you're on welfare you're likely good at shop lifting, steal condoms.
