Wrong. Anyone can make a Corolla get 15 MPG, and too many people do. In Europe, part of the drivers license tests is understanding the relationship between speed, acceleration, and MPG. Lots of people out there just mash gas all over town, rev to 4500+ in daily driving, and bury the pedal every time they want to pass. Bringing the speed limit down to 55 would do a lot for fuel consumption, but significantly increasing the price and standards of a drivers license would do a lot for fuel consumption, road rage, accidents, traffic, and more.
