nope. the regulator controls flow. i know it sounds stupid, but make sure you have the fuel lines hooked up properly.

the fuel pressure regulator is the bell shaped deal with a vacuum line and the fuel line coming directly off of it. make sure that fuel line is NOT the one with the filter inline. the fuel line coming off the filter goes into the other side of the rail.

i cant tell you how many times i have seen this happen and it causes the problem youre having
