As start-up costs goes, we arlready have county/state organizatons that already has this in place, IE probatio, parole, and many more.
I like the idea of the testing submit application for welfare and a urine sample. As far as the people already on welfare, let thier check not be in thier account on the 1st of the month, they'll come to find out why, take a piss test.

I do believe we need some type of welfare in place, but should only be for elderly, disabled or handicaped.... along those lines.
