Power to the solenoid? Have you checked it? Check the swith input from the Neutral switch, and possibly see if you can bypass with a jumper. Solenoid is in the starter. Not a fox. This is a 4v Cobra motor.
After speaking with a person who has very good knowledge on the subject,.. its a combination of having the GT computer still in the car which has no provision for the IMRC plates. And possibly the PATS code being confused with a different style engine harness.
