The tire life will go down some. It will wear a little funny. I doesn't really cause a major safety concern. I, however, wouldn't suggest doing it for very long. Sort of a temp thing until you buy new tires that fit right. And besides, if you want a wider rim, then you probably want more tire on the ground for more traction. If the tire size doesn't go up, you've not really gained anything...

Stretching tires stiffens the sidewalls which gives you more feeling and better response from the tire. So you do gain something.
