The strips in the road detect the electro magnetic field generated by your engine, but I think he's referring to something emergency vehicles use, I was pretty sure you need a transponder to do that though.
Everyone knows flashing your lights to change the street light is an Urban Legend. Transponders are a bad idea.
The true cheap legal solution is Neodymium Magnets. Glue a few 6 lb. pull neodymium magnets to the bottom of your car.
