Good luck with it, it's not easy.

Aside from proper zoning, you'll need the correct permits. Most counties require what's called a 'High Intensity Recreation' Permit. The process to scoring that permit takes 6 months to a year depending on the county's schedule. You'll have to pay for traffic, drainage and run-off studies.

You have to create proper proposals and not only present them to county officials, but you have to hold at least two public hearings for county residents.

Also...laying 5+ acres concrete/asphalt isn't cheap. If you want it to last more than ~2 years, you'll have to use someone who lays the right type of surface....if you use the standard street surface formula, expect to be picking up chunks of your asphalt after your first month of operation.

Expect to spend at the very least $1M to barely get it done.
