Default drift track? possible?

mmm im sure youv herd it over and over again oh yea im gonna do this and gonna do that i know i dont have many posts but iv lived in the tampa area and have loved cars all my life iv drifted plenty of times in my supra but never really thought about how illegal it was til i got pulled over one night drifting off of 118th and realized i could have boutght a new fmic with what i had to pay for the ticket. well my wifes grandfather owns a good portion of mulberry wich is a little town just before lakeland he has a pretty good sized lot about 5 to 6 acres i would say it has a shop on it ( his buisness ) but behind the shop there is about 5 acres worth of land plus two 5 acre lots next to it on either side that he owns. NOW TO THE MAJOR QUESTION what is stopping somone from putting down a legit track? what are the requirments? what are the city's standings on doing something like this? i mean i talked to tons of people about it and its a good i idea getting us off the street and drifting legit on a fun and safe and ticket free road/track i have the recourses i have the equipment i have evertything needed to start something like this what i need is input on the situation and someone to tell me what brick walls im going to run into that i have to get over...
