Those " no engine brake" signs are for semis. when u "engine brake" thats down shifting. semi trucks have real engine brakes thats called a "Jake Brake" it uses compression to slow the engine. if u think u hear semis down shifting when they stop its most likely the jake brakes

so feel free to downshift all u want in venice buddy as long as ur in a car its all good.
