They're protecting. If someone is going faster than everyone else, it's dangerous for everyone else. If this isn't common sense, I don't know what else to say. If you think your specific situation was safe, and you didn't deserve a ticket for speeding, even though you were speeding, then keep in mind: police officers are part of the Executive Branch, which enforces the laws, not the Legislative Branch, who makes them.

If the PD/government is going to make more money simply be enforcing their laws more strictly, why the hell wouldn't they? FYI, you're supposed to do as much braking as possible BEFORE the on-ramp. As a driving instructor, you should know the safety of braking in a straight line, and as an aware driver, the on-ramps shouldn't come as a big surprise when you get to them.
