Sorry for the delayed response.

If you're using any halfway decent program for resizing with the right settings you'll see no difference in the final 640x480 image. You'll know you need to use a better resizer if your straight lines start looking jagged.

The upside to taking pictures in a larger format is that you have more information in the picture. That allows you to crop in post production, and make physical prints at larger sizes. I have 6mp images printed at 18x24" that look great, but obviously they wouldn't if I had used a 640x480 (.3mp) image.
