He wasn't just asking a question - he was purposely being disruptive. Regardless, he was asked to leave. He refused (ignored and kept being a weirdo). Officers tried to escort him out. He resisted big time. They couldn't use pepper spray because it would have affected other people. Their job, at that point, was to remove him, and they did what they had to to do it.
not just that, but more often then not, passive resistors become aggressive resistors in the blink of an eye. the officers made the right choice.
