Default Fuel Delivery System

Hello bike tech, Im looking for some advice. I have been charged with the design and implementation of a fuel delivery system for an SAE Formula Hybrid car, and I was hoping someone here could point me in the right direction.

The car utilizes a 2005 Kawasaki EX250 engine, completely unmodified, and we will be running twin 40mm carbs with velocity stacks. We are trying to run the engine as lean as can be done safely(along with twin radiators to help with cooling lost by the use of less fuel), as the competition is for Hybrids, and fuel use counts big for points. We need a very low flowing fuel pump, preferably an inline pump, that would exert very little draw on the vehicles capacitors, and would be compact enough to fit into the limited space we're working with.
