I live in a townhouse with a one car garage. I'm looking at a small storage unit, but something strictly to store parts (like a 5' X 8'). Most by-laws allow you to do minor work, such as oil changes, etc., as long as it's not a major project. They also allow you to work in your garage so long as that's where it stays (my current situation). It depends a great deal on how you organize your garage as well.
I also have pick up truck for daily transportation and the tailgate works as an outside/secondary bench. I've starting tearing down the engine, and have had the parts cleaner (bucket & brush) on the tailgate. I don't pull the engine out of the garage, but it's next to the garage door.
Read your by-laws and reoriginize your garage. you may find you have more room than you think.
