Lugging was bad for the old carburated cars because carbs could only be tuned for specific rpm ranges. Today's fuel injection computers adjust for any rpm. In fact, many cars today have skip shifts that bump cars into "lugging" mode when putzing through a parking lot or something similar. Subsequently many owners remove the skip shift because they hate going from 1st to 4th.
