Anything that holds the battery firmly and won't come loose will make it through inspection -- I've seen rubber tie downs (not elastic bungee cords) used well. You could try a ratcheting tie-down strap. Jeff's suggestion is the most foolproof -- if it's metal and fastened down well, it's not going to be a problem!
