i would assume that if his power goals are in the 650 range, then he's gonna have to do some bottom end work anyway. so by the time you forge it and balance it, 8-9 grand (if not more) isn't that outlandish.
as for the whole v-tec swap... you're gonna flow about [ -- ] that much better... once you boost and all that fun stuff, the v-tec is just gonna make the car easier to drive... after a port and polish, the two heads basically flow the same...
if you're looking for 650 hp, then you're gonna have to have a bigger turbo and you're gonna have to build the car up to the turbo. you're not gonna be able to boost the stock block and expect it to make the power and to last.
you've got the turbo, might as well use it. then later down the road, when you've got more money and need to go even faster, then buy a "better" turbo. I'm not gonna lie, some turbos are better than others, some are better for a particular set up than others, but they still all do the same thing...
there are only 2 people that i would take advice from in this thread...and this guy definately isnt one of them
