Default timing belt cover

What is the easiest way to remove the low timing belt cover without removing the crank pulley? Also, if I remove the crank pulley with an impact gun, will I have to reset the timing on the motor or would I be able to crank it back on there without adjusting anything so long as the cams don't move.
