I used to live in Overland Park, KS from 1995 until 2000, there wasn't much of a scene while I was there at all. I lived in the Ft Riley area prior to that from 1990 to 1995 and the only scene there were maybe 3 cars that were modded out and what is funny anyone from that area during that time still knows those cars. I put rims on my 91 hatch and everyone knew me from that day on?
Moved down here in 2000 and found out the scene had been here forever and a day practically.
To me it sounds like the laws are more strict where the scene is bigger.

I see people out there spending money on the car to improve it … If you spend half that effort just working on your driving skills, making you and the car work together as a team, then you’ll go faster – period. To make the car go a second faster on the track takes a lot more energy and money than making yourself drive it one second faster.
