why are you worried about a bike maxing out? anybody can yank a throttle... learn to corner, then things start getting intrersting and skill comes into to play...

unless you plan to stunt then you would want a bigger bike...

you could always start on a 600...if your parents are paying for it get something you can live with for awhile...

and if you worried its to much power look at me.my first bike was a 750

and speed is addicting but after getting it up there- its just not worth taking a spill at speed when you can do it on a track and have a better chance walking away from the accident.
