If you're making boost, you're not misfiring, and the car won't get out of the way, then I'd say that it's the knock sensor. Just pick up a spare one with the subharness, bolt it to the strut tower and plug it into the engine harness (got all that?). If the ECU picks up a lot of knock (either real, or from a bad sensor) it'll pull timing. With no timing, it'll make nothing for HP. While you're at it, make sure that you're set to 20* base timing. Use the FSM to check this.
