You are right to an extent, a millimeter is a millimeter, but depending on how much the tire is stretched and what lateral forces are put on it, the sidewall can bulge beyond the tread width measurement. The only true test of fitment is mounting the tire, but you can get a pretty damn good idea from the numbers.
