Carl...that would be for someone who wanted it built. Even still I doubt you could do it at half the price with similiar quality components.
Block $550 LQ4(cheap iron one)
rods $500-700
pistons $600
Machine work $200-250
Crank $300-350
rings, bearings $200-250
offset grinding crank $200

Even saving money with Eagle rods its gonna cost close to $2500 or more.

Of course if you have have a block, crank, use stock rods you can do an awesome budget build up REAL cheap. This LS1 stuff is coming down in price quick. With that motor being put in damn near every truck and SUV GM makes it will only get better too. Spares will be abundant.
